Dumb means unable to speak, mute, speechless, etc but it doesn’t have anything to do with the intelligence. Here the dumbest dog breeds refer to the dogs who are difficult to train, who are stubborn. Hounds are specialized in tracking their prey. Hounds can be easily distracted because of their insane ability to track scent by their noses. They just want to do their job for which they are bred and didn’t like to listen or please anybody. For example, Bloodhound can sniff you from many miles away, but you can’t expect the same from a Golden retriever who is considered as one of the most intelligent breeds.
